Why this page publishes a range
Oat flour is milled from oat groats, the hulled kernels of the oat plant (Avena sativa). It has become a mainstream flour in North American baking through the growth of gluten-free baking and the perception of oats as a healthful whole-grain choice, though it has been a traditional flour in Scottish and Irish cooking for centuries.
USDA FoodData Central publishes 1 cup of partially debranned oat flour at 104 grams (FDC 169741, Oat flour, partially debranned), giving a bulk density of 0.4396 grams per millilitre. King Arthur's ingredient weight chart publishes 1 cup at 92 grams and 0.3889 grams per millilitre. The two figures are 12.2 percent apart, just over the 10 percent tolerance we apply to the milled category, so we publish the range 92 to 104 grams per cup rather than a single figure.
The disagreement is characteristic of oat flour. Because oats contain more oil than most cereals (roughly 9 percent fat versus 1 to 2 percent for wheat or rice), the milled flour has a slightly greasy, cohesive quality that packs differently depending on how tightly it is measured. Add to this the mixture of finer endosperm particles and coarser bran fragments in a typical mill, and the packing behaviour varies enough that a 12 percent spread across sources is real product variation more than measurement disagreement.
Oats are naturally gluten-free at the plant level. Contamination during growing, harvesting, transport and milling is the reason most commercial oat flour is not labelled gluten-free unless the manufacturer has taken specific segregation steps. When a recipe or diet requires strict gluten avoidance, use flour explicitly certified as gluten-free (Bob's Red Mill, Nature's Path, and similar brands offer certified versions). Standard supermarket oat flour is safe for oats-tolerant coeliacs only if the label specifies gluten-free status.
Oat flour behaves differently from wheat flour in baking because it lacks gluten. It cannot form a bread-dough structure on its own, so oat flour is most often used as a substitute for a portion (typically 25 to 50 percent) of wheat flour in cookies, muffins, quick breads and pancakes, where the wheat flour provides structure and the oat flour adds moisture, tenderness and a mild sweetness. In gluten-free baking, oat flour is one component of a blend rather than a stand-alone flour.
Home bakers can produce oat flour by pulsing rolled oats or steel-cut oats in a food processor or high-power blender until they form a fine flour. Homemade oat flour tends to be coarser than commercial and weighs slightly less per cup because the particles are more irregular. If a recipe was developed with commercial oat flour, home-milled oat flour may need a slight adjustment upward in quantity.
